TRAI Proposes New Telecom Rules 2026: Cheaper Voice & SMS Plans, More Consumer Choice

The Telecom Regulatory Authority of India has released the draft Telecom Consumer Protection (13th Amendment) Regulations, 2026, aimed at offering more affordable and flexible plans to telecom users.

Focus on Voice & SMS-Only Plans

TRAI noted that under the 2024 amendment, telecom operators were required to provide at least one special tariff voucher (STV) for voice and SMS services. However:

  • Companies offered limited options
  • Consumers had restricted choices

Demand for Short-Term, Low-Cost Plans

The regulator received multiple requests from users seeking:

  • Short-duration plans
  • Affordable packs focused only on calls and SMS

To address this, the new draft proposes expanded options tailored to consumer needs.

Separate Vouchers for Every Validity Period

Under the new proposal:

  • Telecom companies must offer voice + SMS + data packs as usual
  • Additionally, they must provide separate voice & SMS-only vouchers
  • These vouchers will be available for different validity periods

Importantly:

  • Prices of these plans will be proportionately lower than bundled packs

Stakeholder Feedback Invited

TRAI has published the draft on its official website and invited:

  • Comments and suggestions from stakeholders
  • Deadline: April 28, 2026
