India has officially begun the first phase of Census 2027, marking the start of the world’s largest population enumeration exercise. This will be the 16th Census overall and the 8th since Independence, introducing major digital reforms for the first time.
Digital Census with Self-Enumeration Facility
For the first time, the Census will be conducted digitally, allowing citizens to participate through a self-enumeration process before physical verification.
- Self-enumeration will be available from today till April 15, 2026
- Citizens can fill in their details via a secure web-based platform in 16 languages
The initiative aims to make the process more efficient, transparent, and user-friendly.
Two-Phase Census Process
The Census will be conducted in two phases:
1. House Listing Operation (HLO):
- Scheduled from April 16 to May 15, 2026
- Covers listing of buildings, housing conditions, amenities, and assets
- Includes geo-tagging of structures and assignment of unique IDs
2. Population Enumeration (PE):
- To be conducted in February 2027
- Will include caste enumeration as part of data collection
The reference date for most of India is March 1, 2027, while for snow-bound regions like Ladakh, Jammu and Kashmir, Himachal Pradesh, and Uttarakhand, it is October 1, 2026.
Selected States Begin HLO in First Phase
Eleven states and Union Territories will undertake the House Listing process initially, including:
- Andaman and Nicobar Islands
- Goa
- Karnataka
- Lakshadweep
- Mizoram
- Odisha
- Sikkim
- NDMC area and Delhi Cantonment
Budget and Data Security Measures
The Centre has approved an outlay of over ₹11,718 crore for Census 2027.
Mritunjay Kumar Narayan assured that robust data security measures have been implemented. He urged citizens to provide accurate and truthful information during the exercise.
