WAVES Summit 2025: Maharashtra CM Fadnavis Announces Rs 8,000 Crore Investments, Global University Tie-Ups, and New Film City

Maharashtra Chief Minister Devendra Fadnavis today highlighted major achievements and landmark agreements signed at the WAVES Summit 2025, describing it as a world-class platform that has attracted global attention and significant investment.

“I am happy that WAVES Summit was organised in Mumbai. People from all over the world say that a platform of this scale and quality has been set up for the first time,” CM Fadnavis said during his address.

Among the key announcements was the launch of the WAVES INDEX, which the Chief Minister described as a new profit base for the investment ecosystem. “This index will guide future investors and measure the vibrancy of the economic environment we are building,” he stated.

On the education front, Fadnavis revealed that the state has signed Memorandums of Understanding (MoUs) with two top international institutions — the University of Western Australia and the University of York — to promote skill development and higher education in Maharashtra. He also introduced plans for an Edu-City, a dedicated zone that will host 10 to 12 foreign universities providing world-class education within India.

In a major boost to the entertainment and infrastructure sectors, CM Fadnavis announced a Rs 2,000 crore investment by Godrej to develop a modern Film City in Panvel, expected to create thousands of jobs.

“In total, Rs 8,000 crore worth of investments have been confirmed today. But the value of this investment should not be seen only in figures, but in its multiplier effect, which will benefit the entire state in the coming years,” he emphasized.

The WAVES Summit 2025 is being seen as a landmark event in positioning Maharashtra as a hub for innovation, education, investment, and media production.
