Special Verification Camp launched For Disputed Housing Cases In Dharavi Redevelopment Project

Date:

In a major step of resolving the disputed cases of Dharavi redevelopment project, a special drive has been launched by the Dharavi Redevelopment Project and the Slum Rehabilitation Authority (SRA). Under this single-window verification drive, residents can raise their issues related to incomplete or disputed documentation.

The initiative is intended to reduce procedural delays and help thousands of residents clarify their rehabilitation status under one of Asia’s largest urban renewal projects.

Special Verification Camps from May 14 to May 26

According to officials, the verification camps will be organised across Dharavi between May 14 and May 26, covering all five sectors, including railway land areas.

The camps will function as a:

  • Single-window assistance system
  • Document scrutiny and verification centre
  • Query resolution platform for pending eligibility cases.

Authorities said residents will receive support for:

  • Submission of missing documents
  • Clarification of survey-related discrepancies
  • Verification of identity and occupancy records
  • Faster processing of “undecided” cases.

What Are ‘Undecided’ Cases?

“Undecided” cases refer to households where housing eligibility under the redevelopment scheme has not yet been confirmed because:

  • Documents are incomplete
  • Ownership or occupancy records are unclear
  • Verification is still pending.

Officials noted that:

  • Around 1 lakh units in Dharavi have already been surveyed
  • Draft Annexure-II lists have been issued for nearly 50% of units
  • Around 24,000 unit holders are yet to submit documents.

Residents whose names appear in draft Annexure-II lists but who have not completed documentation will also be able to participate in the camps.

Why the Verification Drive Matters

The Dharavi redevelopment project has faced repeated concerns over:

  • Eligibility determination
  • Transparency in surveys
  • Fear of exclusion among residents.

Recent criticism emerged after reports suggested that a large number of surveyed residents in some pockets were marked ineligible in preliminary lists, triggering anxiety among families about possible displacement.

By introducing a centralized verification mechanism, authorities are attempting to:

  • Reduce confusion
  • Improve communication with residents
  • Speed up rehabilitation processing
  • Prevent genuine beneficiaries from being excluded.

Dharavi Redevelopment: One of India’s Largest Urban Projects

The Dharavi redevelopment plan is considered among the largest slum rehabilitation and urban renewal projects globally.

The project aims to:

  • Rehabilitate eligible residents in formal housing
  • Redevelop large sections of Dharavi with modern infrastructure
  • Create commercial and residential zones
  • Upgrade sanitation, roads, and public amenities.

The project gained momentum after the Maharashtra government awarded the redevelopment contract to a consortium led by the Adani Group following a global bidding process.

Why Documentation Has Become the Biggest Challenge

1. Informal Settlements Often Lack Formal Records

Many Dharavi residents have:

  • Old electricity bills
  • Informal tenancy arrangements
  • Unregistered structures

making eligibility verification extremely complex.

2. Livelihood Concerns Are Central

Residents fear relocation away from Dharavi could affect:

  • Small businesses
  • Informal manufacturing units
  • Local employment networks.

3. Annexure-II Lists Carry Huge Importance

The Annexure-II process determines whether residents qualify for:

  • Free rehabilitation housing
  • In-situ redevelopment benefits
  • Alternative accommodation.

4. Speed vs Inclusion Debate

Authorities want faster redevelopment execution, but activists argue that rapid processing should not compromise:

  • Transparency
  • Fair verification
  • Resident participation.

Political and Legal Scrutiny Continues

The Dharavi project continues to remain politically and legally sensitive.

Recent developments include:

  • Opposition allegations regarding survey irregularities and low eligibility rates in some areas
  • Ongoing legal scrutiny surrounding tender and redevelopment processes.

Officials, however, maintain that the verification camps are intended to ensure that all genuine claimants receive a fair opportunity to establish eligibility.

Single-Window Verification

The launch of single-window verification camps marks an important administrative step in the Dharavi redevelopment process, where documentation and eligibility disputes have emerged as one of the biggest hurdles. While the initiative could help accelerate pending cases and improve clarity for residents, the long-term credibility of the project will depend on how transparently and inclusively authorities handle rehabilitation decisions for one of Mumbai’s most densely populated communities.
