Abhyudaya Nagar colony in Kalachowkie will get a makeover soon as the Maharashtra Housing and Area Development Authority has accepted a bid from a consortium of developers for the long-pending redevelopment project. This will be one of Mumbai’s largest public housing renewal projects.

This project will cover a 33-acre MHADA colony in South Mumbai and will upgrade the living standard of the thousands of residents living there.


Consortium Selected for Redevelopment

MHADA has awarded the redevelopment project to a consortium comprising:

  • M.G.N. Agro Properties Pvt. Ltd.
  • N.N.P. Buildcon Pvt. Ltd.
  • Onest (Honest) Shelters Pvt. Ltd.

The authority has also issued a formal Letter of Acceptance (LoA) to the selected consortium, officially moving the project into the implementation phase.


What the Redevelopment Includes

The Abhyudaya Nagar colony currently consists of:

  • 48 old buildings
  • 3,410 tenements
    • 3,335 residential units
    • 75 commercial/non-residential units

Residents currently living in compact 210 sq. ft. units will receive:

  • New rehabilitation flats measuring 641 sq. ft. carpet area at no additional cost.

The redevelopment will be carried out under MHADA’s Construction and Development (C&D) model, where the developer bears rehabilitation and redevelopment costs in exchange for development rights.


A Project Delayed for Years

The redevelopment of Abhyudaya Nagar has remained stalled for several years due to:

  • Lack of developer interest
  • High rehabilitation obligations
  • Financial viability concerns

Earlier tenders failed to attract bidders despite multiple deadline extensions. Authorities later revised conditions, including:

  • Reducing promised rehabilitation area
  • Revising incentives and compensation structures
  • Improving project feasibility for developers

These changes eventually helped attract bids from private developers.


Government Backing and Policy Changes

The Maharashtra cabinet approved the redevelopment proposal in February 2024 under Development Control Regulation (DCR) 33(5). A Government Resolution followed in March 2026, clearing the way for MHADA to appoint a developer through a formal tender process.

Chief Minister Devendra Fadnavis reportedly played a key role in reviewing and modifying tender conditions to revive the stalled project.
