Maharashtra: High Security Registration Plate will Become mandatory For Old Vehicles from July 1

In Maharashtra, High Security Registration Plates will become mandatory for all the old vehicles registered before April 1, 2019. The Maharashtra government announced that the last date to renew the old registration plates has been extended till June 30, 2026. After the deadline, an enforcement drive will be launched, and vehicles without the updated number plate could face penalties.

State Transport Minister Pratap Sarnaik said the government has extended the compliance deadline till June 30, 2026, after reviewing implementation progress and complaints from vehicle owners regarding delays and appointment backlogs.


What Is an HSRP?

A High Security Registration Plate is a standardised, tamper-proof vehicle number plate introduced under guidelines issued by the Ministry of Road Transport and Highways (MoRTH).

The plates contain multiple security features, including:

  • Chromium-based hologram
  • Laser-etched permanent identification number
  • Snap-lock mechanism
  • Reflective sheeting and standardised fonts.

The system aims to:

  • Prevent vehicle theft
  • Stop fake or duplicate number plates
  • Improve digital vehicle identification and enforcement.

Which Vehicles Need HSRP?

The mandate applies to:

  • All vehicles registered before April 1, 2019
  • Two-wheelers, four-wheelers, and commercial vehicles across Maharashtra.

Vehicles registered after April 1, 2019 already come fitted with HSRP from manufacturers or dealers and do not need replacement unless damaged or missing.


Deadline Extended Again

This is reportedly the fifth extension granted by the Maharashtra government due to:

  • Low compliance rates
  • Technical issues
  • Appointment delays
  • Complaints about fitment quality.

Officials said:

  • Vehicle owners must either install HSRP or at least book an appointment before June 30, 2026
  • Enforcement will begin from July 1 onward.

Authorities have warned that violators may face:

  • Penalties of up to ₹1,000
  • Possible action under the Motor Vehicles Act during special inspection drives.

How Vehicle Owners Can Apply

Vehicle owners can book HSRP installation through official Maharashtra transport department portals and authorized vendor websites.

  • Vehicle registration number
  • Chassis number
  • Engine number
  • Mobile number and payment details.

Low Compliance Remains a Major Concern

Despite repeated extensions, compliance remains uneven across Maharashtra.

Reports indicate:

  • Only around 49% of eligible vehicles have completed HSRP installation in some regions
  • Millions of vehicles still continue using old number plates.

Authorities say many vehicle owners:

  • Miss scheduled appointments
  • Delay registration until deadlines approach
  • Face confusion regarding authorized vendors.

Modern enforcement increasingly depends on:

  • E-challan networks
  • Real-time vehicle identification.

HSRPs help improve accuracy in automated traffic policing.

4. National Standardization Push

The HSRP rollout reflects a broader nationwide move toward:

  • Uniform vehicle registration systems
  • Smart transport governance
  • Digitized mobility infrastructure.

Challenges and Public Complaints

Some vehicle owners and transport groups have raised concerns regarding:

  • Long waiting periods
  • Poor plate quality
  • Appointment management issues
  • Extra costs for older vehicles.

Critics have also questioned repeated deadline extensions, arguing that inconsistent enforcement has created confusion among motorists.
