Indian Railways Launches Rail Tech Policy and e-RCT System Under ‘52 Reforms in 52 Weeks’ Initiative

New Delhi: In a major push towards technology adoption and transparency, Indian Railways has announced two key reforms under the ‘52 Reforms in 52 Weeks’ initiative. Union Railway Minister Ashwini Vaishnaw launched the new Rail Tech Policy and the fully digital e-RCT system, aiming to promote innovation and digitise the Railway Claims Tribunal process.

These reforms are expected to modernise railway operations, improve safety, and make grievance redressal faster and more transparent for passengers.

Rail Tech Policy: Boost for Innovation and Startups

Under the newly introduced Rail Tech Policy, a dedicated RailTech Portal has been launched to allow startups, innovators, industry players and institutions to directly collaborate with Indian Railways.

Now, anyone with a strong technological idea can submit proposals digitally through the portal. The innovation selection process has been simplified, and grants for prototype development and trials have been enhanced.

Key Focus Areas Identified by Railways

Indian Railways has identified several priority sectors where advanced technologies will be deployed:

  • AI-based elephant intrusion detection system
  • AI-enabled fire detection in coaches
  • Drone-based railway track monitoring
  • Fog obstacle detection systems
  • Solar panels and smart coach monitoring

The minister stated that the policy is designed to accelerate large-scale technology adoption in railways, enhancing safety, surveillance, and administrative efficiency.

e-RCT System: Railway Claims Tribunal Goes Fully Digital

As part of the fourth reform, the Railway Claims Tribunal (RCT) has been made fully digital through the new e-RCT system.

Passengers filing claims related to railway accidents or other matters will no longer need to physically visit tribunal offices.

Features of the e-RCT System

  • 24×7 online e-filing
  • Hybrid (online + physical) hearings
  • Real-time case tracking
  • Digital document management
  • Instant online access to orders and judgments

There are 23 Railway Claims Tribunal benches across India, all of which are targeted for complete digitisation within the next 12 months.

Major Relief for Passengers and Lawyers

Previously, claimants had to repeatedly visit tribunal offices for filing cases, submitting documents, and attending hearings. The new digital framework reduces time, cost, and procedural complexity.

Benefits Include:

  • Online claim filing from anywhere
  • Instant updates via SMS and email
  • Reduced paperwork
  • Faster hearings and judgments
  • Greater transparency in case management

A Step Toward Technology-Driven Rail Governance

This move marks a significant step towards technology-driven governance in Indian Railways. The reforms not only simplify passenger services but also create new collaboration opportunities for startups, innovators, and young entrepreneurs to contribute to railway modernization.

With digital systems and innovation at the core, Indian Railways aims to build a safer, faster, and more transparent transport network for millions of passengers across the country.
